New rules on the award of the degree of doctor of philosophy, proposed by the working group of Committee for Quality Assurance in Education and Science (COQAES) and Council of Young Scientists (СYS) under the Ministry of Education and Science of the Republic of Kazakhstan:

According to the new requirements, there are now three alternative options. In case of compliance with one of them the doctoral candidate will be able to defend:

1) 1 article in the magazine with an impact on the Web of Science or with a  percentile on CiteScore in Scopus 25 and more + 3 articles in magazines COQAES.

2) 1 article in a magazine with an impact on the Web of Science or with a percentile  on CiteScore in scopus 25 and more + 1 article in the magazine from the first three apartments of the Web of Science or with an interest on CiteScore in Scopus 50 and more

3) 1 article in the magazine from the first quartile of the Web of Science

According to the previous requirements, doctors required 7 posts, of which 1 article in a journal with an impact on Web of Science or with a percentile on CiteScore  in Scopus 25 and more + 3 articles in the journal of COQAES.

New requirements are softer and should motivate doctors to be published in professional international journals, which should have a positive impact on the quality of their training. Also the implementation of these requirements should lead to an increase in the number of articles of the Kazakhstan scientists in the leading international journals and scientists who have such publication.
